Expanded Learning Opportunities Program Plan & Reports (ELOP)

The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade.

 

“Expanded learning” means before school, after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular schoolday and school year.

Universal Pre-Kindergarten Plan (UPK)

The California Department of Education (CDE) and State Superintendent of Public Instruction fully support the Universal Prekindergarten (UPK) and Transitional Kindergarten (TK) programs.
 
TK Admission Information
Who is age-eligible for Transitional Kindergarten (TK)
  • In 2022–23, TK students are eligible if they turn 5 years old between September 2 and February 2
  • In 2023–24, TK students are eligible if they turn 5 between September 2 and April 2
  • In 2024–25, TK students are eligible if they turn 5 between September 2 and June 2
  • In 2025–26, LEAs are required to make TK available to all children who will have their fourth birthday by September 1 of the school year.
 
However, pursuant to AB 167, EC Section 48000(c)(2)(A), a school district or charter school may, at any time during a school year (including at the beginning of the school year) admit a child to a TK program who will have his or her fifth birthday after December 2 but during that same school year, with the approval of the parent or guardian, if the governing board of the school district or the governing body of the charter school determines that the admittance is in the best interests of the child and the parent or guardian is given information regarding the advantages and disadvantages and any other explanatory information about the effect of this early admittance. Average Daily Attendance (ADA) can be claimed for these students once they attain the age of five (EC Section 48000(c)(2)(B)).

Pathways to College K8: Universal Prekindergarten Plan

Arts, Music, and Instructional Materials Block Grant (AMIM) Plan
 
On June 30, 2022, Governor Gavin Newsom approved AB 181. Among other things, the bill established the Arts, Music, and Instructional Materials (AMIM) Discretionary Block Grant. On September 27, 2022, Governor Newsom approved AB 185, which revised the Arts, Music, and Instructional Materials Discretionary Block Grant. The grant allocates $3,560,885,000 to LEAs for five purposes enumerated in Section 134(a) of Chapter 52 of the Statutes of 2022), which may be briefly summarized as: (1) obtaining standards-aligned professional development and instructional materials for specified subject areas; (2) obtaining professional development and instructional materials for improving school climate; (3) developing diverse, culturally relevant and multilingual school library book collections; (4) operational costs, including retirement and health care cost increases; and (5) COVID-19-related costs necessary to keep pupils and staff safe and schools open for in-person instruction. These funds are available for encumbrance through the 2025–26 fiscal year. Section 134(c) provides that LEAs “are encouraged, but not required” to “proportionally use” their allocation for the five purposes enumerated in Section 134(a)(1)–(5). In January 2023, Governor Newsom shared proposals for the 2023–24 fiscal year, which included a proposed reduction to the AMIM Grant. In July 2023, as amended by Section 56 of Chapter 571 of the Statutes of 2022, Senate Bill (SB) 114External link opens in new window or tab. reduced the AMIM Grant appropriation by $200,000,000 to instead be $3,360,885,000. The reallocation does not change the intent of the AMIM Grant, and all expenditures should be consistent with statute.
Proposition 28: Arts and Music in Schools Plan
 
Funding is apportioned to school districts, county office of education, charter schools, and state special schools based on the share of statewide total enrollment and enrollment of economically disadvantaged pupils in the prior year. The purpose of these funds is to supplement arts education programs.
